Debriefing Cyclone Yaas

Cyclone Yaas made landfall on March 26, 2021. The cyclone hit regions in Odisha, West Bengal and even reached Bangladesh as it intensified into a severe cyclonic storm.
Rukhsar Sultana, the Regional Community Coordinator for the Bay of Bengal pilot, invited Climate Resilience Collective Associates Vaskar Mondal, Masum Billah and Sufiya Khatun to share their perspectives and reflect on how they are coping and taking action locally after being directly impacted by the downstream impacts of Cyclone Yaas.

While reflecting on his lived experience and observing the changes to his home, Vaskar commented that “the Sundarbans [mangrove area] has helped mitigate the damage we have faced previously, but the impact will be more severe when a cyclone is accompanied by a tidal wave. The dams here are so weak that they’ll break if any strong cyclone or tidal wave comes. In the past, our dam here used to face floods once every 5 to 6 years but they are now breaking 3 to 4 times a year.” One of Vaskar’s recommendations is to build sustainable and resilient dams to withstand intense cyclones in the future.
Sufiya added that “it is our responsibility to protect the Sundarbans as it helps reduce the impact of disasters like Cyclone Yaas. 50 villages have been flooded in our area and 11 dams have broken along the river. The sea level rose to 6 to 8 feet which led to the barrier breaking. The villagers fled the area to save their lives.”
Masum expanded on the impacts of these cyclones, saying that “there is not enough shelter for everyone. The water level rose so high that houses were flooded and all shrimp farming was destroyed. Middle and working class families depending on shrimp farming for their subsistence have suffered significantly. I volunteered with others to repair dams where they were most vulnerable to damage.”
The discussion reflected the many ways Cyclone Yaas affected vulnerable regions in Bangladesh while shedding light on possible sustainable solutions. Our Associates have shown us how crucial connection and community are in the face of intensifying changes to their climate. ২০২১ সালে, ক্লাইমেট রেজিলিয়েন্স কালেক্টিভ (সিআরসি) হলো ইয়ুথ ক্লাইমেট ল্যাব দ্বারা চালিত একটি পাইলট উদ্যোগ যেখানে আমরা ইউকন অঞ্চল এবং বাংলাদেশের যুবকদের সাথে কাজ করছি যারা জলবায়ু পরিবর্তনের প্রথম সারিতে রয়েছেন এবং তাদের আওয়াজ আমরা চারিদিকে ছড়িয়ে দিচ্ছি।
বাংলাদেশে জলবায়ু অবিচার সম্পর্কে আমাদের উপলব্ধি আরও গভীর করার সাথে সাথে আমরা আমাদের শ্রোতাদের কাছে ইংরেজি এবং বাংলায় আরও বক্তব্য ও প্রেক্ষাপট আনার প্রত্যাশা করছি।
চলতি বছরের ২৬শে মার্চ ঘূর্ণিঝড় ইয়াস উড়িষ্যা, পশ্চিমবঙ্গ অঞ্চলে আঘাত হেনেছিল এবং ঘূর্ণিঝড় তীব্রতর হওয়ার কারণে তা বাংলাদেশ পর্যন্ত পৌঁছেছিল। ক্লাইমেট রেজিলিয়েন্স কালেক্টিভ (সিআরসি) এর পডকাস্ট সিরিজের প্রথম পর্বের জন্য, আমরা আমাদের প্রকল্প সহযোগী ভাস্কর মন্ডল, মাসুম বিল্লাহ এবং সুফিয়া খাতুনের সাথে যোগ দিয়েছি যারা ঘূর্ণিঝড় ইয়াসের আঘাতে সরাসরি প্রভাবিত হয়েছিল। রুখসার সুলতানা (আঞ্চলিক সম্প্রদায় সমন্বয়কারী - বঙ্গোপসাগর প্রজেক্ট) সাইক্লোনের ব্যাপারে তাদের দৃষ্টিভঙ্গি কি এবং স্থানীয়ভাবে তারা কীভাবে মোকাবিলা করছেন এবং কি কি পদক্ষেপ নিচ্ছেন তা জানার জন্য তাদের আমন্ত্রণ জানিয়েছেন।
প্রত্যক্ষ অভিজ্ঞতা এবং ঘর বাড়ির পরিবর্তনগুলি পর্যবেক্ষণ করতে গিয়ে ভাস্কর মন্তব্য করেছেন, “ ইতিপুর্বে ঘূর্ণিঝড় যতই শক্তিশালী হোক না কেন, সুন্দরবনের কারণে আমাদের ক্ষতির পরিমান কম হয়েছে।। তবে যখন ঘূর্ণিঝড়ের সাথে জলোচ্ছ্বাস সংযুক্ত হয় তখন এর প্রভাব আরও তীব্র হয় । এখানে বাঁধগুলি এতটাই দুর্বল যে কোনও শক্তিশালী ঘূর্ণিঝড় বা জোয়ার এলে তা ভেঙে যায়। অতীতে, আমাদের এখানে বাঁধ প্রতি ৫ থেকে ৬ বছরে একবার বন্যার মুখোমুখি হতো। কিন্তু তারা এখন এক বছরের মধ্যে ৩ থেকে ৪ বার ভাঙ্গছে। " তাদের সকলের একটি সুপারিশ হলো ভবিষ্যতে তীব্র ঘূর্ণিঝড় প্রতিরোধ করার জন্য উচু, টেকসই এবং স্থিতিস্থাপক বাঁধ নির্মাণ করা।
মাসুম : সবার জন্য পর্যাপ্ত আশ্রয়স্থল নেই। নদীর পানি এত উচুতে উঠে গিয়েছিল যে ঘরবাড়ী প্লাবিত হয়েছিল এবং আয়ের প্রধান উৎস চিংড়ী ঘেরগুলি পানিতে ডুবে গিয়েছিল। গ্রামের মধ্যবিত্ত এবং নিম্নবিত্ত যাদের ৮০% পরিবারে আয় চিংড়ী চাষের ঊপর নির্ভর করে । তারা ভীষণ ক্ষতিগ্রস্থ হয়েছে। অন্যান্য স্বেচ্ছাসেবীদের সাথে করে যেখানে যেখানে বাধ ভেঙ্গে যাওয়ার সম্ভাবনা আছে ।
সুফিয়া : সুন্দরবান দুর্যোগের প্রভাব কমাতে সাহায্য করে বলে সুন্দরবন রক্ষা করা আমাদের দায়িত্ব। আমাদের এলাকায় ৫০টা গ্রাম প্লাবিত হয়েছে। নদীর বিভিন্ন পয়েন্টে ১১টা বাধ ভেংগে গেছে। সমুদ্রের উচ্চতা ৬ থেকে ৭ ফুট উচ্চতায় পৌছেছিল। সেই কারণে বাধ ভেঙ্গে গিয়েছিল। প্রাণ রক্ষার জন্য গ্রামবাসীরা এলাকা ত্যাগ করেছিল।
সম্ভাব্য স্থায়ী সমাধানের বিষয়ে আলোকপাত করতে গিয়ে ঘূর্ণিঝড় ইয়াসের কারণে বাংলাদেশের ঝুঁকিপূর্ণ অঞ্চলগুলি যেভাবে প্রভাবিত হয়েছিল ,এখানে সেই আলোচনার প্রতিফলন ঘটেছে। আমাদের সহযোগীরা দেখিয়েছে যে জলবায়ু পরিবর্তনের সাথে এই দুর্যোগ কত গুরুত্বপূর্ণভাবে সংযুক্ত এবং তাদের সম্প্রদায় এর ফলে কত তীব্র পরিবর্তনের মুখোমুখি হচ্ছে। আমরা সিআরসি-র মধ্যে এই কথোপকথনগুলি চালিয়ে যেতে আশা করছি। আমরা কীভাবে এই সম্প্রদায়ের সাথে সংহতিতে কাজ করতে পারি সেই ব্যাপারে আপনার মতামতকে স্বাগত জানাচ্ছি।
